13. What evidence will be needed?

13.1Table 2 sets out the evidence documents which are likely to be needed to support the new local plan. However, the responses to this scoping consultation alongside discussions with key stakeholders will be important to informing the scope of the evidence required, particularly the evidence to assess constraints and determine necessary infrastructure.

13.2As part of discussions with key stakeholders we will also be considering whether existing evidence base studies are sufficiently up to date or can be updated or whether there is scope for cross-boundary work on evidence base documents, particularly in the context of local government reorganisation (LGR).

Land Availability Assessment

To assess available land for development and other uses to be considered for the spatial strategy. Assessment of sites will determine suitability, availability and deliverability.

Strategic Flood Risk Assessment (Level 1 and Level 2) including Coastal Change Management Area Assessment

Potential to use adopted Local Plan SFRA Level 1 work.

To understand risk of flooding from all sources, enable application of sequential and exception tests. To understand if need exists for coastal change management area.

Water Cycle Study

To understand water supply and wastewater capacity over plan period.

Landscape Character Assessment, Sensitivity, and Capacity Study and Gap Assessment

Plan area – but potential for wider study area for character assessment, sensitivity and capacity.

To identify the character of the landscape in the plan area, as a baseline for then assessing the sensitivity and capacity for change. Then assessing the impact of potential development and may include details on how to mitigate these impacts. Will also include identification of potential landscape gaps to avoid coalescence of settlements.

Settlement Hierarchy Study

A clear settlement hierarchy helps to ensure that developments are directed to the most sustainable locations within the plan areas.

This is essentially a new piece of evidence required in the draft NPPF, which states that it should entail an evaluation of the area’s existing characteristics and potential.

Heritage

The draft NPPF requires that it is necessary to identify the main heritage features within the plan area, including those heritage assets at most risk through neglect, decay or other threats, set out the key issues facing them and create a positive strategy for their conservation and enhancement, including where these assets can be used to support sustainable growth.

Open Space, Sport and Recreation Study

District wide.

To inform IDP, site allocation policies and open space and recreational facilities standards. Identify shortfalls and potential surpluses of open space and sport and leisure facilities and identify open space which needs to be safeguarded. Will look at supply, including quality and accessibility of these spaces and provision.

Green and Blue Infrastructure Study

Plan area - but potential for wider area or combining with Open Space Study

To map and assess the connectivity, quality and function of the green and blue infrastructure network. Including review of the Strategic Wildlife Corridors, opportunities for enhancing biodiversity, developing climate resilience and multifunctional use.

Transport Modelling

Plan area – but potential for wider model area for A27 corridor – providing sufficient level of detail to understand local plan impacts.

Updated transport modelling is required to assess the transport impacts of development.

Transport Study

Plan area

Setting baseline and then considering the transport impacts of the development levels proposed in the local plan. Setting a clear transport vision and validation framework to shift to sustainable transport use.

Infrastructure Delivery Plan (IDP)

The IDP will assess the baseline infrastructure provision and assess the infrastructure provision required to support the level and distribution of growth

Ensures that the policies and allocations in the plan are fair and do not discriminate against any protected characteristic

To evaluate the potential health effects of the proposed plan policies and allocations, to ensure decision making prioritises health and well-being, addresses health inequalities and minimises adverse effects on health

Whole Plan Viability Report

The viability assessment will assess the plan’s viability to ensure that the policies proposed will not undermine the deliverability of the plan and to ensure any strategic sites with on-site infrastructure are viable.
