4.1The vision for the development is set out below:
The new development will deliver a diverse range of housing options, for the benefit of the whole community, which will be successfully integrated with the existing village, embracing its existing character, landscape and ecological assets. The development will benefit from new community infrastructure and sports facilities, creating a vibrant ‘heart’ for the development and the wider community. New and existing residents will be connected with nature, featuring a network of inclusive open space, including a safe and inviting Green Ring. The allocation and associated masterplanning will maximise the opportunities to use sustainable transport options, through proximity and connectivity with the train station and bus routes, and by maximising active travel through the appropriate location of key movement generating uses and the utilisation of safe, attractive and highly useable active travel routes. Objectives
4.2The following objectives expand upon the vision. These objectives provide a structure for the DPD and have also underpinned the site assessment process.
1. Integrated and well serviced community
Create an integrated village where everyone can live healthy lives with equal opportunities for all, accessing services and promoting health and well-being through access to nature, active travel, and recreational opportunities. A thriving place that is well served by community facilities and services. Comment
2. Housing for all
To deliver a range of suitable, well-designed and energy efficient housing types, sizes and tenures to meet local needs. This will include affordable housing, specialised housing, serviced self/custom build plots and Traveller sites, as part of a mixed and balanced community. Comment
3. Transport and sustainable travel
Connect new and existing neighbourhoods to the train station with good pedestrian and cycle priority routes, promoting active travel throughout and across the village and facilitating greater use of public transport. Comment
4. Climate change and moving towards net zero carbon living
Respond positively to the environment to ensure climate resilience and future-proofing by facilitating highly sustainable approaches to design, strengthening green and blue infrastructure, promoting walking and cycling as the preferred options for short journeys, and contribute towards achieving net zero lifestyles. 5. Environment
Preserve and enhance biodiversity and wildlife and deliver the eastern section of the continuous Green Ring that will encircle Southbourne, connecting multifunctional green spaces, parks and natural habitats. Comment
6. Character
Harmoniously integrating development into the wider landscape setting, protecting and mitigating impacts on views and character of the Chichester Harbour National Landscape and South Downs National Park. Create a built form that is influenced by and responds positively to the local character and heritage whilst using best practice design principles. Comment
