However the Local Plan Policy or the IDP should make clear, for at least the first five years, what infrastructure is required, who is going to fund and provide it, and how it relates to the anticipated rate and phasing of development. Not set out in either S12 or the IDP (paragraph 15.4) which specifically deals with the Southbourne allocation.
