Representation Summary:

Nearly all our land identified in the HELAA for development is good grade agricultural land i.e. predominantly grades 1 and 2. It would not be possible to allocate sites for the remaining 156 houses without using this. Housing on large historically productive farmlands is irresponsible when we need unproductive and does nothing to protect food security.

Our response:

The Council’s updated facilities research in the Settlement Hierarchy Update Background Paper (May 2024) concludes that Chidham and Hambrook has the range of services and facilities to be classified as a service village and is a sustainable location for development over the plan period.

Representation Summary:

The majority of the housing is to be located in the East-West Corridor and much of it in semi-rural villages, which, while only 270, are in Chichester City. If this was sensibly master planned it would be capable of achieving more. The absence of any masterplan for the historic city of Chichester and the entire district of Chichester shows a complete lack of vision and reveals an overly simplistic desire to create an unacceptable urban sprawl between Chichester and the border of Havant District to the west and up to the border with Arun district in the east.

The majority of the housing is to be located in the East-West Corridor and much of it in semi-rural villages, which, while only 270, are in Chichester City. If this was sensibly master planned it would be capable of achieving more. Our response:

The figures for housing delivery within Chichester City reflects the availability and suitability of sites as assessed through the HELAA. In addition to the parish requirement (270 dwellings) the Southern Gateway is also allocated for 180 dwellings.

Due to the limited availability of deliverable and/or developable brownfield sites within the plan area, relative to the level of housing need, greenfield sites are always going to be have to be the main focus for development within the Local Plan in order to meet the Plan Area’s housing needs. Nevertheless, the council has still sought to allocate brownfield sites where it can, such as Southern Gateway.

The housing distribution seeks to reconcile a range of factors in order to achieve the most sustainable approach to the distribution of development. This is set out in more detail in the Sustainability Appraisal and Housing Distribution Background Paper.

Development of the strategic allocations will be subject to the requirements of the Local Plan natural environment policies, particularly Policy NE2 (Natural Landscape), NE5 (Biodiversity) and NE13 (Chichester Harbour AONB) and the site specific requirements set out in the strategic allocation policies.

A strategic allocation has been made on a brownfield site at Southern Gateway and it will be for the Chichester Neighbourhood Plan to identify sites to deliver the strategic parish requirement of 270 dwellings, which could include brownfield sites.

There is nothing in the Plan to show how a sustainable and integrated transport system is to be achieved . Where are the consultations with Southern Rail and Stagecoach? The highway improvements to the A27 west of Chichester will not be achieved until AFTER the housing is built. No highway improvements, cycling or walking routes are planned for the A259 which will be under severe pressure from increasing numbers of cars because the transport infrastructure is not adequate to move residents away from their cars.

If young talent is to be retained the City has to provide facilities that young people want in terms of leisure and entertainment. Family friendly facilities to encourage young families to stay. The demographic is of an older age range than average but this should not stand in the way of facilities such as night clubs or other facilities to make Chichester a vibrant 21st century city. With the closure of Air Arena and the threat that Cineworld will close, amenities for families are minimal.in the way of facilities such as night clubs or other facilities to make Chichester a vibrant 21st century city.

Our response:

(i) Policy I1 requires infrastructure and its timing to be secured by way of condition or legal requirement. It is those conditions or legal agreements that will set out the detailed phasing and housing triggers.

It would not be desirable to prevent all development from being provided until all accompanying infrastructure is completed as that would not be economically viable.
