Why is Aldingbourne Rife being allowed to deteriorate?

Full text:

Why was a road bridge not considered when the footbridge was built over the railway at Fishbourne Road? This would have provided safe access to the school and solved the access problems to the 'West of Chichester' SDL. Until recently land was available to the south but this has now been built on, effectivly blocking a road access from the Tesco site. Directing SDL traffic to the mini roundabout at the end of Sherbourne Road is totally impractical given the volume of school traffic at peak times.

Why do the environmental concerns about Apuldram WWTW not apply to Tangmere WWTW?
Aldingbourne Rife is likely to fail the WFD 'No Deterioration' condition for flow and a new solution will be required.
