It is clear from the constraints identified in 4.121 that the peninsula is unsuitable for large scale development. The planned scale of development is not viable because of factors identified in the plan, such as coastal flooding & protection, low lying land flooding and drainage, Pagham SPA and Medmerry coastal re-alignment, Chichester Harbour environmental conservation area (Ramsar site), road connectivity and links to the A27, topographical characteristics. The Local Plan has failed to recognise that the problems in this area only arise because of the lack of alternative development areas within the district and not because the Manhood Peninsula is suitable for development. Large scale development on the Peninsula will also have a detrimental impact on neighbouring North Mundham & Huston parishes
