Southbourne Allocation DPD Habitats Regulations Assessment - Reg. 19

Representation ID: 8110

Received: 17/07/2026

Respondent: Natural England

Representation Summary:

Solent Habitats sites – recreational pressure
We agree that the Solent Habitats sites should be taken forward to appropriate assessment on
recreational pressure. However, we advise that there is currently insufficient information to conclude
that there will be no adverse effect on the integrity of the Solent Habitats sites due to recreational
pressure.
As noted in the HRA (paragraph 6.8), SANG is unlikely to fully mitigate the impacts from increased
recreational pressure and it is considered likely that additional development-specific mitigation measures will be needed.

Southbourne Allocation DPD Habitats Regulations Assessment - Reg. 19

Representation ID: 8111

Received: 17/07/2026

Respondent: Natural England

Representation Summary:

Solent Habitat sites - water quality
We agree that the Solent Habitat sites should be taken forward to appropriate assessment on water
quality. Supportive of the preparation of a nutrient budget to cover the planned dwellings. Agree with the HRA conclusion of no adverse effect on the integrity of the Solent Habitats sites based on the nutrient budget calculations taken place, which show that no additional
mitigation is required. We advise that an updated nitrogen
budget will be required with any planning application at the allocation site to determine if any mitigation measures are required.

Southbourne Allocation DPD Habitats Regulations Assessment - Reg. 19

Representation ID: 8112

Received: 17/07/2026

Respondent: Natural England

Representation Summary:

Agrees that the Chichester and Langstone Harbours SPA and Ramsar site should be subject to Appropriate Assessment regarding the loss of functionally linked habitat. While acknowledging that the preferred allocation avoids a known brent goose support area, they note that unclassified land may still provide habitat for protected birds. They consider the evidence insufficient to rule out adverse effects on site integrity, particularly as winter bird surveys identified lapwing and snipe and appear to have been limited in scope. They recommend further detailed winter bird surveys and assessment of habitat changes at the development management stage to determine functional linkage and any necessary mitigation.

Southbourne Allocation DPD Habitats Regulations Assessment - Reg. 19

Representation ID: 8113

Received: 17/07/2026

Respondent: Natural England

Representation Summary:

Natural England advises that Local Plan development could increase nitrogen oxide (NOx) and ammonia emissions, leading to additional nitrogen deposition on protected habitats through higher traffic levels. They emphasise that these impacts should be assessed strategically through the Sustainability Appraisal and Habitats Regulations Assessment, as individual developments cannot easily quantify cumulative effects. Natural England expects potential impacts on the natural environment to be fully considered and, provided the assessments robustly demonstrate that there will be no adverse effects on protected sites, they would support the HRA’s conclusions on air quality.
