This section is considered sound as it identifies as essential an alternative means of crossing the railway and funding to upgrade the existing at grade railway crossing on Inlands Road. NR agree both of these pieces of infrastructure are essential and necessary to enable development by improving safety at, and by providing an alternative means of crossing, the railway. The phasing must ensure no increase in use of Inlands Road crossing and be delivered in full to mitigate any impacts as early as possible. Costs must remain flexible to account for changes over time

In producing the masterplan, insufficient consideration has been given to the active travel routes. The route immediately to the south appears to emerge directly at the railway crossing on Inlands Road. Steps should be taken to minimise interaction with the railway crossing where possible and this route fails to do so. It is not justified as it fails to take account of reasonable alternatives and evidence provided by Network Rail on minimising use of Inlands Road crossing.

The masterplan is not sound as it fails to have regard to railway safety and proposes new routes that would increase use over an at grade level crossing (Inlands Road). For the masterplan to be sound the route closest to the crossing must be removed.

Network Rail supports the masterplan encouraging vehicle traffic to use the principal road through the development and away from the operational railway. Where possible traffic into and out of the southern parcel should be directed northwards away from the Inlands Road railway crossing.

It is noted that there will be a main traffic flow heading south down Inlands Road over the level crossing. This necessitates the improvements to the Inlands Road level crossing to make this safer and protect users and the operational railway. To make the masterplan sound the Inlands Road level crossing should be marked on the masterplan and reference should be made to the essential improvements needed to the crossing.

Network Rail is supportive of the proposed contribution towards the Gren Ring on the western boundary of the site as this is located some distance from the railway and does not promote routes that would directly increase use of Inlands Road level crossing. The link on the eastern side of the site, to augment the western, is not acceptable as it encourages a route that emerges adjacent to the level crossing on Inlands Road. This is likely to result in increased users coming into contact with the railway, reducing sighting on the approach and the barriers at the crossing.

Network Rail considers that the railway, in its low lying position running east to west through the village and across the District, to be part of the local character. NR expects the railway to be included as a feature where the built form needs to respond to so that it can come forward within the railway context and there are no adverse impacts from the development on the railway.

The draft Policy is not sound. The Policy should make reference to the Infrastructure Delivery Plan for the site due to the number of essential and high criteria infrastructure improvements required to mitigate the impact of development. This makes the Policy not effective and not justified.

Network Rail supports higher densities closer to the train station. Where improvements are to be made to accessibility to the station, these should be clear and safe and not conflict with the operational railway by directing more uses over Inlands Road or Stein Road level crossing. Access to the north of the railway would be preferred due to retaining that separation unless infrastructure such as the Cooks Lane footbridge enables safe access over the railway.
