2.3 Given the over capacity of the road use, and the fact that all Fishbourne's facilities and services are fully stretched, this document needs to go further than Policy 9 and remove "where appropriate"

2.3 (last sentence). The qualifying phrase ("where appropriate") not only weakens the statement but also opens up scope for differing legal interpretations if an application goes to appeal. If there to be any cass where mitigation would not be required, a set of criteria would be helpful.

Support 1.2 that 2016 SPD was no longer sufficient to address the impact that the new developments would have collectively on the Chichester Ring Road and its feeder roads and lanes. However, the provision in 2016 was already inadequate - hence the problems set out in detail in the Parish Council's report: "The Cumulative Impact of Increased Housing Development Surrounding the Parish of Fishbourne, Chichester 2022" (attached)
It seems a strange logic that suggests the solution to over-crowding is to substantially increase the volume!

2.6 & 2.7 We are concerned by the funding shortfall. This must not lead to a situation where building is permitted on the promise/hope of funding for road infrastructure at a later stage.
2.11 We are also very concerned that it is considered acceptable to "try to provide" rather than actually indicate how "additional trips .... through sustainable transport measures" would be achieved. Further that it is proposed to make "other small-scale local highway network interventions" when it has been clear for many years and identified in 2016 that only major work for the Fishbourne roundabout will be credible.

The need for a revised approach to securing planning obligations

We welcome the lower level of development as part of the "infrastructure constrained approach" as a result of the lack of government funding for an A27 northern or southern bypass but until this is provided there cannot be a proper resolution of the problem. We would like to see more recognition of the destructive nature of excessive cumulative impact on the quality of life of existing residents as formulated in national and local policies.

3.4 If the funding available through CIL is not sufficient to fund the required A27 mitigations, then the message needs to go back to Government that the system that will ultimately provide them with the right houses in the right place is one that recognises that the data used in making their calculations is in need of urgent review

We support Policies 8 and 9 of the Local Planning Policy with the reservations that:
Policy 8: in this year's Village Survey, VOLUME of traffic was the top concern and this will really only be resolved in Fishbourne by the separation of local and through traffic.
Policy 9: the local provision of services and facilities (e.g. doctors' surgery, local shops) would have the additional benefit of reducing the amount of travel by Fishbourne residents.

4.4 - Fishbourne Roundabout with the Terminus Road Link (cost between £9.5 and £12.9 million) - FPC are concerned that this proposal will make no impact on the traffic onto and off the A259 and will have very little impact in the traffic management on the roundabout per se. If this is all the housing mitigation measures planned for this roundabout, they fall woefully short of effective or efficient.
