CDC needs to demonstrate to our MP (not to National Highways) the pressing need for her to engage with the SoS for Transport to bring the A27 at Chichester out of its current uncommitted ‘pipeline’ ranking in RIS 4 (2030 to 2035) back to RIS 3 (2025 to 2030)

The bypass at Chichester is running over-capacity has been evident to all for years-including National Highways. Funds to deal with mitigations on four roundabouts in an over-capacity scenario are unachievable: this supports the point 2.1 that the bypass is the responsibility of National Highways to deal with. The A27 at Chichester must be brought into RIS 3. The ‘Monitor and Manage’ approach ‘try to provide additional reductions in trips on the network .....etc’ (Para 2.11) on only two of four roundabouts is not an effective solution , is an open-ended endorsement of an unacceptable situation.

The figures provided indicate it would take seven years to collect the funds for two roundabouts at Chichester (3551 dwellings @ 535 annually-Para 4.9 and to be updated Para 4.12)-the ‘reduced mitigation package. Traffic and costs will rise to the extent that modelling will show that a periodic SPD revision is needed to raise the amounts to be charged. The result will be never to achieve a moving financial target (Para 4.7) while traffic conditions continue to worsen. As long as National Highways cannot be satisfied, the Plan will not be adopted leaving the District open to continuing speculative development.

This cannot be the sole responsibility of CDC and the effects of its future Local Plan, as Para 4.13 suggests. Stretching the interpretation of NPPF 110d in the extreme: appears to be National Highways’ intent. Section 05 of https://nationalhighways.co.uk/RS-South-Coast-Central ‘Challenges and Issues’ indicates the pressing need for a solution. indicated before in 2017. A scheme for Chichester in RIS 3 needs to be pursued through the MP with the SoS.
