1.Donnington residents will trapped having to travel west before going East where the major retail/business park has been developed by the LPA over recent years, adding 2+ miles to every vehicle movement or taking a shorter route through the city increasing pollution.(DM24&SP28) where Air Quality already fails to meet the required standards.
2.The Peter Brett report identifies a drainage ditch alongside Fishbourne roundabout as a constraint. The ditch links the Fishbourne meadows water vole habitat with the ditch network and River.Lavant. A survey a few years ago identified their presence in most of the ditches and they are known to visit the spring fed pond/lake halfway down the Mile Pond farmland (Site AL6) adjacent to Stockbridge settlement boundary.Threat to this network will be contrary to the Policies on ecology and biodiversity.
3.Site AL6 land includes a flood plain and HE previously confirmed any Appuldram link road would need to be elevated upto 4 metres. This will raise vehicle noise and pollution to the level of bedroom windows contrary to national guidance (Only new development will be protected by Policy DM25.not exisiting) Climbing vehicles produce more pollution due to greater load on the engine..Stockbridge already exceeds the statutory air quality limits.(Policy DM24 &SP28). Traffic pollution has been proven to be a cause of asthma and sleep interruption by traffic noise has been proven to affect mental health.
4. Necessary flood avoidance elevation will prevent noise mitigation screening without additional land commitment. If it was possible to provide it will obstruct views of Chichester cathedral and the Chichester Harbour ANOB 100 metres away.
5.The HE highways Planning Engineer at the A27 consultation admitted the link road would need to be upgraded to a dual carriageway within 10 years. This has not been identified. He also explained it is "HE's job to get the traffic off of the A27 as quickly as possible, the problems it causes on local roads is a matter for the local highway authority"!
6. The traffic which backs back to the A27 in the height of the summer season is not caused by the road capacity or design on the Manhood Peninsula but the speed with which vehicles can enter the car parks and other holiday destinations at the coast. The traffic will still back up and will obstruct access to any business units on site AL6 contrary to policy on easy access to industrial/business sites. It is difficult to get onto the Fishbourne roundabout from the A259 now without the additional traffic from new housing developments such as Whitebridge Farm.. An additional entrance/exit and priority to through traffic and the number of returning daytrippers who want to go east will make it impossible.
7. Plans for the A27 improvements are similar to HE option 3a which was strongly rejected by the community. Early in the 1970's the Stockbridge, Hunston and other junctions were controlled by traffic lights which were removed, because they caused congestion, and replaced by roundabouts. We have been there before!
8.The plans for the A27 junction improvements give priority to through traffic and completely ignores local traffic and local people and businesses.
9. With the prevailing wind from the SW (source WSCC weather) air pollution will continue to be distributed across the whole of Chichester including the developing lungs of pupils at Bishop Luffa, the High School and Kingsham Primary.
10 there is a strong suspicion that the long term plan is to extend the Fishbourne/Birdham link road incrementally to join Hunston, Bognor Road and then on to rejoin the A27 thereby achieving a second southern by-pass and strategic route by stealth, avoiding proper scrutiny and inquiry by the Government Inspector .
11There are mature trees on existing roundabouts which help to absorb CO2 which will be destroyed by hamburger route clearance.

This policy re-instates the already reject policy presented under A27 improvement by the Highways Agency. Highways England was informed by the CDC that it had rejected scheme 2A and had a preference for a northern route for future A27 development. In light of the Secretary of State's comment in parliament that there was to be no funding in the current round due to the local authorities inability to promote a cogent response to the consultations on route choice, it will be tempting to revert to plan A. This is diametrically opposed to the expressed will of the CDC in the decision last summer. For all the many reasons rehearsed in the council meetings last year, this proposal is unacceptable and delays the necessary preparation of a northern relief road.

I wish to object to the number of houses identified in the Local Plan. Bracklesham and East Wittering have already had their quota. The houses that are being built now are not for local people, most of them are too expensive as there is no work in the area. These houses will be sold as second homes or holiday lets. The Sewerage Works cannot cope with all the extra dirty water and if we get heavy rainfall it spills out into the Harbour.
The A27 is still proving to be a problem and before long if we get more houses (most of whom will have at least two cars) the whole of the access to the A27 will grind to a halt. It already takes almost an hour at peak times to get from Bracklesham to the Chichester roundabout. Some of our local businesses have had to cancel clients in Chichester as it is not worth their while as they have to spend so much time getting there and back. The main road from Chichester to the Witterings and Bracklesham is to all intents and purposes a cul de sac.
The new proposed road from Fishbourne to Birdham will make the situation worse, especially when the West Wittering beach traffic arrives in the Summer. It will also take away a wildlife area.
The Doctors Surgery is already overloaded as it is the only one for a very large area and it is almost impossible to get an appointment, especially when we get the visitors in the Summer.
The three local schools are already full and if all these houses are built, presumably as they are mainly large houses they will have more children in them.
If all the spare land is used up on housing, what happens if we get a situation where we need to grow our own food. This is an agricultural area which is also a holiday area and as such should be allowed to stay that way. It is about time Chichester stood up to Westminster and said 'Enough is Enough!

Donnington residents will be hugely disadvantaged by proposed changes to A27 access arrangements under Policy S23 and the Peter Brett Associates report - effectively no access to Donnington unless they use the new link road and double back on themselves. Residents of, in particular, Hunston and Mundham, but also Pagham and the wider Manhood Peninsula who would previously have turned right at Stockbridge and Whyke roundabouts will need to use local back roads through Donnington to reach their destinations, increasing traffic levels on unsuitable rural roads. Traffic travelling along the A27 wishing to access the City from the east will have only two points of entry, (Fishbourne roundabout or Bognor Road roundabout), compared to the current 4 accesses. Important infrastructure such as the train and bus stations are reached most easily by these roundabouts so this will add to journey times to these destinations. Residents of Queens Avenue in Donnington have a direct access onto the A27 next to the Stockbridge roundabout. Under these proposals, when travelling east, they would need to travel to Bognor roundabout to return home.
The additional queuing times generated by traffic lights vs roundabouts at Stockbridge and Whyke junctions will lead to increased levels of pollution in an area which, in the case of Stockbridge, is already an established Air Quality Management Area. Policy DM24 & SP28.
The Peter Brett Associates (PBA) report states in the Executive Summary:
Air Quality (page xvii) that ..."Within existing AQMAs, with the Local Plan traffic in place, there are no predicted exceedances of NAQOs."
In Appendix G: Air Quality Assessment of the same report, Tables 4.1 and 4.6 show that the levels of NO2 at Stockbridge have consistently exceeded maximum levels since 2012.
On page xvi of the Executive Summary, Table 1 shows that Stockbridge ranks 5th in priority of construction. Therefore, it will be many years before any expected improvement in Air Quality at Stockbridge.
At 4.99 the Plan Review acknowledges that the work required to assess the impact of traffic movements through the city as a result of development and the junction improvements proposed has not yet been undertaken. It is premature to promote these junction improvements before the wider impact is understood and mitigation established.
Each of the five junction modifications will require three years of work. This means 15 years of misery for Chichester residents whilst the junction works take place. We all remember the chaos caused by the replacement of one footbridge in Stockbridge, bringing gridlock to the area. (Policy S23 and Peter Brett Associates Transport Assessment)
Overall, the plans for improvements to the junctions are to the advantage of through traffic not local residents. The proposals bear a marked similarity to Option 3a from the Highways England Improvements to the Chichester A27 Bypass consultation, which were emphatically rejected by the local community - in Donnington and across the whole of Chichester. (Policy SP23 and Peter Brett Transport Assessment). These improvements need to be re-thought.

I wish to object to this plan, for the following reasons:
1. There has been no attempt to justify the increase in annual housing numbers from 435 in the Adopted Plan to 650. The Adopted Plan cited environmental and infrastructural constraints as a reason for using 435 as the annual figure. None of these constraints have changed, yet the housing figure has increased by nearly 50% without a word of justification. No houses should be accepted from the SDNP, and the housing figure should be reduced to reflect the 2016 ONS household projections. Chichester does not need 609 houses every year until 2035, and is under too much environmental pressure to accept houses from a vast National Park.
2. Using the figure of 650 houses per year, the plan calculates that 4400 houses are needed from strategic locations. It then lists the strategic locations, which adds up to a total 7985 houses. Considering that the total figure should be more like 550 houses pa, the figure of 4400 is itself too high, and should be more like 2900. This means an excess of 5000 houses has been allocated. I may be reading these figures incorrectly, but it seems to me that a large number (I would suggest at least 2500) be removed from the proposed sites. A large number of the houses proposed are more or less immediately adjacent to the Chichester Harbour AONB. I suggest removing those doing most harm to the AONB.
3. Far too much building has been proposed that damages the Chichester Harbour AONB. Especially Policy AL6 (Land South-West of Chichester, Apuldram and Donnington Parishes) which proposes a new link road which cuts the harbour off from the city, and a major commercial development within a few hundred metres of the AONB. Any plans for a link road should be abandoned, and the commercial site should be moved to the East of the city. Airfields usually provide a good hub for commercial sites, so close to Goodwood airfield would be a suitable place. The houses proposed for this site are not needed.
4. Environmental, and particularly infrastructural constraints were recognised when allocating housing on the Manhood Peninsula in the adopted Plan. Additionally, building on the Manhood Peninsula was front loaded because of capacity limitations at the Tangmere Water Works. The Manhood's requirement until 2029 has already been exceeded by a large margin. The environmental, and particularly infrastructural constraints remain completely unchanged, with the A27 improvements seemingly further than ever from resolution. The A286 is becoming busier and noisier, with complete gridlock on holiday weekends. As there is a huge oversupply of development sites, no housing should be allocated to Birdham, Bracklesham or West Wittering in this plan cycle, or until infrastructure improvements are complete.

I would like to register my concern and objections to the proposed 300 houses and development at Highgrove Bosham.

The Strategic Gap is being eroded towards ribbon development and urban sprawl.

The existing sewerage system is near to breaking point already so this would put the system in an even more precarious position.

Due to the added development, there will be an increased risk of flooding due to high water table and poor drainage.

Closing the wildlife corridor between east ashling , broad bridge and Chichester harbour, which is contrary to CDC's own policy of preserving such corridors.

There will be a further distraction of the historic scenic landscape and views between the South Downs national park and Chichester harbour AONB.

There is no evidence of the need or desire for a two form entry school on the north edge. Bringing in students from many directions, creating increase of car movements and the closure of a poplar and successful school.

There seems to have been no consideration of other sites closer to the village centre, or sites north of Chichester.

As you are already aware the A27 is already at saturation point every morning and afternoon and most of the daytime during the summer period being the main trunk route East to West to the Channel Ports and holiday destinations in the West Country. This is a good opportunity to consider sympathetically upgrading the existing route before building another road through our local countryside.

Before MORE house are built I think the Council should carryout a comprehensive study of existing housing as to the current usage and occupancy. Some larger houses could become available if those larger houses were of single occupancy as elderly people move to a flat or bungalow. There are also houses that are unoccupied and appear abandoned by the owner.
Your own document talks about making effective use of existing infrastructure, facilities and services.
Any new housing that is found to be needed must contain a lot more 'affordable housing' than stated in current policy; and affordable must mean affordable to local residents with regard to local wages and general employment expectations in the Chichester area. During a new planning application for any new development, conditions can be put into place to ensure this happens.

I also feel the current infrastructure needs also to be improved. As you are already aware the A27 is already at saturation point every morning and afternoon and most of the daytime during the summer period being the main trunk route East to West to the Channel Ports and holiday destinations in the West Country. This is a good opportunity to consider sympathetically upgrading the existing route before building another road through our local countryside. I also understand that although improvements are on going to the foul sewer system this is designed only to cope with the new housing already approved. No further capacity has been allowed for for the additional housing proposed in this Local Plan Review

There is too much information here and it feels like it is an opportunity for CDC to put strategies in that will be missed by the general public.

No further development should occur in this area until the profound issues of the A27 are resolved - it is already an area that has become difficult to live in with each year that passes. It is no longer an attractive city to live in and squeezing resources further will exacerbate that.

I strongly object to AL6 which concerns the construction of a relief road from Fishbourne roundabout to the A286 - what benefits will this bring to the area ? It will destroy an area of natural beauty and habitat. It will add to the danger of this roundabout which already has significant accidents.

As for the Southern Gateway idea - it's completely ludicrous and a waste of tax payers money!

1. 'Planning to achieve timely delivery of transport infrastructure needed to support new housing, etc' requires the infrastructure to be in place before development is permitted. The proposal is that infrastructure improvements are actually funded by the new developments from S106 and S278 funds. With the A27 currently in gridlock most of the time, these two proposals seem incompatible. The Local Planning Authority has a duty to its residents to ensure that no development will be permitted to take place until the A27 has been improved, unless it can be clearly demonstrated that such development will not lead to an increase in traffic at the junctions with A27.
2. I do not see that tinkering with the A27 junctions, without grade separation, is going to make a significant improvement to through traffic flow without adversely affecting access to the City from the Manhood or vice versa. In the short term, alterations to the existing junctions will severely aggravate traffic conditions on the Manhood, in the city and on the by-pass itself.
3. in reality much of the highway network, especially around the junctions with the A27, is already
at capacity. The Transport Study makes clear that National Guidance and accepted practice is for mitigation measures only to address the additional traffic generated by the development proposals. The underlying problems can only be addressed therefore by Highways England under its' responsibility for the Strategic Road Network. The draft plan acknowledges that there is
no approved scheme to improve the A27 around Chichester, neither is there money allocated in the Government's forward programme. A long term solution is required to meet local needs to access Chichester, as well as the needs of businesses and of traffic using the A27.
4. At the moment, many residents of West Manhood use Apuldram Lane South to reach the Fishbourne roundabout via the A259 Fishbourne Road. Periodically, traffic from Fishbourne Road can access the roundabout when the westward flow of the A27 is interrupted by traffic coming from the north. If any gaps are instantly filled by traffic emerging from the proposed Birdham Road link, Fishbourne Road will be gridlocked, with or without West Manhood traffic. This link road will not provide a solution for access to and from the Manhood Peninsula but will instead simply move the problem of congestion further along the A286. It will become a rat run for all those wanting to avoid the A27 south of Chichester to the Bognor Roundabout, encouraging longer distance traffic to use Wophams Lane and other local roads. It will also encourage westbound traffic from Selsey and Bognor Regis heading for the A27.
5. The strategy should be more proactive in the delivery of segregated cycle routes between settlements. A286 is for the most part unsuitable for cyclists because of the volume of traffic and visibility issues, leading to tailbacks of traffic unable to get past.
6. Building houses to generate funds to mitigate the traffic problems caused by the additional developments seems to be a self-defeating policy which destroys the countryside around our City.

OVERALL
Whilst I commend the work put in I am dissapointed in the attitude to the South Downs National Park. Whils I acknowledge that they are their own planning authority the CDC has a major role in their area and are advised of planning being applied for. In this instance, the 2035 review I believe the CDC should have taken a much more decisive attitude and issue a requirement that they provide substantial land for both employment and domestic development. National directives do not prevent such an approach and I believe that many residents within the SDNP would support inner development to retain and expand accomodatio for those who wish to stay within its boundary to work and live. There is ample scope to develope within the SDNP.This approach would go a long way to allieviating the overdevelopment of the corridor along the A259.

POLICY SA6 Land to the South - West of Chichester.
Whilst the merits of development along the southern border of the A27 twix Fishbourne and Donnington can be seen I believe that building height restrictions would be needed to mitigate the impact views torardso and from the city and the AONB making this far less attractive. There is also a need to pay regard to possible improvements to the A27 ,a potential which can not be ignored. I believe this proposal should be shelved and held in reserve for a later plan.

POLICY SA9 Fishbourne.
I can not see how the perceived view of Fishbourne can be uphed. The determination of its character appears at varience withother villages.
The structure of the village can not support a further 250 houses as there is no supporting facilities and no funding is available, nor raisable through this development, for educational, services or transport facilities . The infill of strategic gaps which is a policy of national and local government departments is being breached. The projected area is shown as preferred over an area to the east of the village which has previously been put forward for development because of the newly raised wildlife corridor and the same considerations should be applied to the preferred area taking it out of consideration..

In conclusion I must say that this plan can not be constructed in isolation and special representations should be made to The Government to delay further consideration until the A27 improvement stratagy is determined.

Donnington residents will be hugely disadvantaged by proposed changes to A27 access arrangements. There will be no access to Donnington unless they use the new link road and double back on themselves. Additional traffic from Hunston and Mundham will be forced onto the unsuitable country roads in and around Donnington.

The additional queuing times generated by traffic lights vs roundabouts at
Stockbridge and Whyke junctions will lead to increased levels of pollution
in an area which, in the case of Stockbridge, is already an established Air
Quality Management Area.

Each of the five junction modifications will require three years of work.This means 15 years of misery for Chichester residents whilst the junction works take place. We all remember the chaos caused by the replacement of one footbridge in Stockbridge, bringing gridlock to the area.

Overall, the plans for improvements to the junctions are to the advantage
of through traffic not local residents. The proposals are very similar to Option 3 from the Highways England Improvements to the Chichester A27 Bypass consultation, which were rejected.

Support provision of electric vehicle charging points - suggest provision should be allowed to include current housing allocations and projects under construction as well as future plans. The cost of general infrastructure later in public places could be very high and the chief demand for EV charging will be at domestic properties.
I have concerns about the restriction of access onto the Manhood Peninsula via A27, the AL6 link road and the A286, resulting from the restriction of right turns on the Stockbridge and Whyke A27 junctions as per the Peter Brett Associates report. The Manhood Peninsula Destination Management Plan (2018-2023) identified the lack of adequate road access onto the peninsula as a key issue for residents and in boosting the economy through tourism.
Bus provision needs to be improved across the district and be competitively priced. Southern Rail issues have severely eroded confidence in public transport.
A particular bus to and from St Richard's Hospital may be an idea as a popular location for commuters/patients from the wider area.
I asked Stagecoach executives in 2017 about integrating bus and rail provision. They indicated that they were unlikely to co-operate actively with Network Rail in terms of their timetable (I imagine delays make things like that unworkable) but they would like to run more frequent and reliable services and bus priority measures would aid that. There were also concerns about a relocation of the bus depot under the Southern Gateway plans and how this would potentially make it more difficult to combine bus/rail trips.
Park and ride facilities should be reconsidered to sustain travel into a more pedestrianised centre, as broadly indicated in the Chichester Vision.
The A259 needs mitigation work on both sides of the city. Fishbourne and Bognor Road roundabout are typically the busiest and most dangerous roundabouts on the bypass and part of that is the sheer volume of traffic commuting in from Bognor and from parishes west of the city.
