A regional wastewater treatment policy needs to be developed that respect the harbours and all the other water bodies covered by the WFD.

Groundwater infiltration is an issue for Southern Water not individual developers. There should be a statutory obligation to resolve this issue and no attempt made to transfer responsibility elsewhere.

If all the sewage treatment works along the coast are the subject of review (Par 5.70) then a 'Regional Solution' should be considered. To avoid pollution and high flows in Aldingbourne Rife Tangmere WWTW flows could be transferred to Lidsey and on to Ford WWTW for effluent re-use. Chichester developments can revert to Apuldram WWTW for initial treatment and discharge to sea via Bracklesham or effluent re-use in Chichester. Developments to the west of Chichester can pump to Apuldram for initial treatment then onward pumping to Bracklesham or effluent re-use. The current waste water policy is illogical and unsustainable, a Regional Solution could improve the water quality in all parts of Chichester Harbour and achieve an economy of scale for potential re-use.

A key issue for sewage disposal if the quantity of groundwater that infiltrates the sewers. This is an issue for Southern Water and will become a statutory obligation with the development of formal 25 year plans
