The Plan fails as it doesn't address the issue of climate change mitigation. It therefore needs to include a Policy to become carbon neutral by 2030 in order to protect its residents.

The natural environment is dependent on a safe level of global warming being maintained. The IPCC has made clear that we are not on course to keep to low temperatures rises unless we take urgent and unprecedented measures to keep global warming within the recommended 1.5 degrees centigrade.
All governments (national and local) have a duty to limit the negative impacts of climate change. This Plan fails to consider measures to protect the natural environment and the residents' health and well being in this respect. Other councils are declaring a climate change emergency and taking action to update their Carbon Management Plans in light of the recent IPCC report. This Plan should include the setting of a carbon neutral target for Chichester District and a governance structure to ensure close monitoring of the Plan. This should be integrated into the Council's commitments and leadership to businesses and strategic partners to deliver widespread carbon reductions across the District.
