Terminology of "not impeding flood flow" is not sufficiently robust. Following the Chichester Floods a report commissioned the agencies including CDC stated a contributory factor was the interception and disruption of natural underground water courses carrying ground water from the City to the sea, in the south east, caused by mineral extraction, and development. Interception of these natural drainage routes allowed the water table to increase until it built to flood level and overflowed . Issue should not be repeated in the South West Corner where there are numerous springs/spring fed ponds and underground aquifer some close to the surface.
