Need to be concise in the Plan about the importance of preliminary evaluation (following NPPF 187 and 189 etc) so that the resource implications (time as well as financial) of new housing development upon hitherto unknown, below ground archaeological remains are fully factored in to the proposals and irreplaceable data about the Plan area's heritage is not lost.

In the supporting text to the Local Plan, section 7.157 refers to an intention to "...promote investigation of archaeological records..." The meaning of this is somewhat obscure and perhaps should be explained more fully in the context of NPPF Chapter 16 especially para 187, b which refers to the importance (with the assistance of the HER) of prediction of archaeological assets (which of course are likely to be hitherto unknown - even to the HER - until revealed by field investigation). Para 187 of the NPPF alludes to the importance of assessment and archaeological field evaluation. I consider that with every strategic housing land allocation in the Plan, the environmental mitigation proposals supporting the development's planning application, should be accompanied by a written report to the planning committee (and its specialist historic environment advisers) setting out the results of preliminary archaeological field evaluation. Archaeological investigation in advance of the route of the Tangmere WwTW has demonstrated the hugely significant potential for uncovering medieval, Roman and prehistoric settlement evidence in areas which were previously blank on the District HER.
