We welcome the proposed submission Southbourne Allocation Development Plan Document (DPD) and offer wholehearted support for the East Option Framework Masterplan (Figure 2) as the basis for future development in Southbourne. The masterplan sets out a clear, coherent and deliverable vision for a new community with high-quality homes, infrastructure, open space and community facilities.

We particularly support the DPD's approach to Custom and Self-Build housing and believe this should play a major, early role in placemaking and community formation, rather than being treated as an afterthought or late phase.

Custom and Self-Build - early, intentional delivery

We encourage the Council to:

Programme Custom and Self-Build plots as an early phase of development, so that self-build homes and community-led initiatives are visible and active from the outset.

Ensure that plot grouping and servicing (as referred to in para 5.20) are designed to enable small clusters of custom builds to come forward together, creating immediate critical mass and neighbourly support networks.Treat Custom and Self-Build not just as a housing delivery mechanism, but as a placemaking tool that can demonstrate commitment to design quality, sustainability and community engagement.

This approach would also acknowledge and build upon earlier ambitions expressed by Southbourne Parish Council in previous Neighbourhood Plan drafts, which sought to be more ambitious on self-build and custom housing before being diluted to meet that plans soundness tests. The DPD now provides an opportunity to realise those ambitions in a structured, deliverable way.

Specialised delivery and meantime uses

We support the use of innovative delivery partners for Custom and Self-Build, including enablers, community land trusts and bespoke promoters and landowners who can work alongside the Council to:

Bring forward serviced plots with clear design parameters and infrastructure.

Support individual households and small consortiums through the technical and financial complexities of self-build and custom build.

Foster a sense of ownership and stewardship that benefits the wider community.

We also commend the exploration of meantime uses on or near the Custom and Self-Build areas, such as:

Temporary community gardens, workshops or training spaces.

Demonstration plots showcasing natural and low-carbon building methods.

Events and activities that bring together future residents, local schools and contractors.

Such uses can demonstrate and nurture the emerging self-build community before, during and after construction, strengthening social ties and local identity.

Use of natural and low-embodied-carbon building materials, ecological design and skills

Creates educational opportunities linked to local colleges, training providers and schools, helping to address construction skills shortages while demonstrating best practice in sustainable building.

Conclusion

For the reasons set out above, we strongly support the East Option Framework Masterplan (Figure 2) and the DPD's approach to Custom and Self-Build housing.
