In addition to documents quoted I believe that this SPD should also be read in conjunction with the Planning Obligations and Affordable Housing SPD as it is important that the financial contributions required in the latter document should be used as required particularly in relation to mitigation in vehicular traffic volumes to improve sustainable travel infrastructure and provision.

It is important that the Active travel use is maximised by making significant connections to existing strategic routes , such as NCN2 along the A259 so that such access is improved, especially to Emsworth. Traffic speed reductions and crossing facilities should also be included to improve pedestrian and cycling safety and to ensure that mobility requirements are met.

Such connections need to also enable longer trips to adjoining settlements . Facilities to be provided at Rail stations and bus stops need to include the safe storage of bikes, scooters etc.

These measures to ensure safe and usable active travel routes within the masterplan area will only work if the external existing access routes , such as Inlands Road, South Lane and the A259 are not similarly redesigned to make wider active travel journeys equally as safe. This measures need to agreed in advance with Highways Authority and implemented prior to the new development commencing. This early phasing of essential active travel infrastructure should also apply to that within the proposed development area.
