We would welcome some additional wording that recognises the role of climate change in increasing the risk of fluvial, pluvial and sewer flooding, and the risk of water scarcity.
Therefore, we recommend the following addition to Objective 4 as recommended in our Reg 18 response.
4. Respond positively to the environment to ensure climate resilience and future-proofing, by adopting the Future Homes Standard, strengthening green and blue infrastructure, promoting walking and cycling as the preferred options for short journeys, reducing flood risk and increasing resilience to water scarcity through water efficient house design, and contribute towards achieving net zero lifestyles.

As the statutory wastewater undertaker for the Southbourne area, we undertook an assessment of the existing capacity of our sewer network and its ability to meet a possible forecast demand for this proposal, based on a calculated flow rate. There is currently capacity on the sewer network to accommodate 800 dwellings, however, should the number of dwellings for this allocation increase, then we would recommend the following wording
Due to capacity constraints on the public wastewater network, occupation of the development will need to be phased to align with the delivery of sewerage infrastructure, in liaison with the service provider.

We would welcome early engagement once the site has moved forward to a planning application, to ensure that we can assess the impact on our infrastructure at that stage
In order to assess available network capacity, the wastewater infrastructure provider will be consulted on a planning application as early as possible, this will assist with identifying any potential network reinforcement requirements. Where there is a capacity constraint, the Local Planning Authority will, where appropriate, apply phasing conditions to any approval to ensure that any necessary infrastructure upgrades are delivered ahead of the occupation of the relevant phase of development
