Representation Summary:

Clarity needs to be provided to justify and explain the trigger point for the delivery of the school (500 residential units completed). It is also unclear how the delivery of the school will be phased alongside the delivery of the Local Centre. Early establishment of the Local Centre would help to establish travel patterns from an early stage of the development, minimise the need to travel longer distances to facilities elsewhere, and help to maximise the use of sustainable modes of travel as an alternative to the private car. The masterplan needs to address these matters.

The DPD does not address the matter of travelling further afield. The evidence for the adopted Local Plan highlights impacts on the Warblington Interchange and A259 roundabout in Emsworth (outside of Chichester district) mainly caused by traffic from the Southbourne development. This is not addressed by the supporting evidence for this DPD. To demonstrate that the DPD would be effective, a requirement for a monitor and manage approach would be beneficial to oversee delivery. Clarity is required on the appropriate mechanism for securing any necessary mitigation to the Warblington junction that may be identified by the site-specific Transport Assessment.
