SPC is concerned about the lack of clear guidance on how SPD mechanisms, especially planning obligations and affordable housing contributions, can be used flexibly to secure essential infrastructure funding. With major increases in housing delivery expected, stakeholders need practical, detailed advice to negotiate effectively and ensure new development is supported by adequate transport, education, healthcare, green space and other vital facilities. SPC therefore urges the final SPD to include fuller guidance, worked examples and best‑practice models to help secure necessary infrastructure and deliver sustainable growth.

We appreciate the considerable concern from local communities to ensure that developments include appropriate mitigation against infrastructure impacts. This is largely outside of the scope of what the SPD can do. The SPD provides guidance on the implementation of policies in the Chichester Local Plan 2021-2039 and its associated infrastructure delivery plan, which set out the infrastructure interventions required for allocated development sites, and provides policies that guide the level of infrastructure provision required for windfall schemes.
