Correct agency reference against Policies T1 and T2 – should be National Highways, not Highways England.
Welcome commitment to monitor and manage approach although emphasise that National Highways will not be the lead authority for identified improvement schemes for the SRN (A27) nor that it can it be presumed that infrastructure will be funded through a future RIS. National Highways will work with developers, local planning and highway authorities on identifying and assessing emerging schemes through involvement with TIMG, but will not fund or deliver schemes or accept developer contributions.

Thank you for your email of 10 April 2025 consulting National Highways on the proposed Main Modifications (MMs) to the submitted Chichester Local Plan.
We are concerned about the safety, reliability, and operational efficiency of the Strategic Road Network (SRN), in this case the A27.
We have reviewed the MMs, with a focus on Chapter 8: Transport and Accessibility.
MM62 (Policy T1 Transport Infrastructure) + MM63 (The mitigation package)
We welcome and support these MMs.
The commitment to a monitor and manage approach to identifying transport schemes to support the development strategy ensures the Local Plan is consistent with national policy, in this case the Department for Transport Circular 01/2022: Strategic road network and the delivery of sustainable development.
We are committed to this process, as demonstrated by our involvement with the newly established Transport Infrastructure Management Group (TIMG).
MM86 (Appendix f: Monitoring framework – Chapter 8)
Please correct the agency reference against Policies T1 and T2 – it should be National Highways, not Highways England.
While we welcome the commitment to a monitor and manage approach (see above), National Highways will not be the lead authority for any identified improvement schemes for the SRN (A27).
The priorities for the SRN are set in the government’s Road Investment Strategy (RIS). There cannot be any presumption that such infrastructure will be funded through a future RIS. This is made clear in DfT Circular 01/2022, para.29.
We are happy to work with developers, the local planning and highway authorities on identifying and assessing emerging schemes through our involvement with the TIMG, but National Highways will not fund nor deliver the schemes. We will not accept developer contributions.
