Half of parishioners support AL3 but Oving Parish Plan states that the PC will "Oppose large market housing developments if they lack supporting infrastructure and where they put pressure on roads and traffic"
Also concerns over biodiversity/habitat fragmentation; air pollution; water pollution
At a recent open evening to which all Parishioners were invited, about half of them were minded to support AL3 subject to certain extra conditions making it into the Policy wording.
However the Oving Parish Plan, which came into force in April 2017 (copy attached), clearly states that the Parish council will " Oppose large market housing developments if they lack supporting infrastructure and where they put pressure on roads and traffic" The Sustainability Appraisal clearly states on page 51 that the proposal for AL3 "Will add to congestion on the A27" and that this will have a "Negative effect, disadvantages clearly outweighing benefits"
The other factors that have this negative effect and are listed with the SA are as follows and are supporting reasons for our submission.
● Biodiversity loss and habitat fragmentation particularly the "impact on Gravel pit to
the south-east of Shopwhyke is main concern. Notable birds recorded (including Barn Owl territory). Bat and water vole habitat through area"
● Increased air pollution from industrial processes and transport particularly on
"additional pressure on A27"
● Increased levels of water pollution particularly for a "Medium risk of runoff to former gravel pit"
If Chichester District is mindful to continue to progress with this site despite the concerns raised above, we propose the following amendments to the Policy wording
● Screening of this site is provided for the existing residents of Shopwhyke Road as
well as protecting the existing landscape aspect from Drayton Lane
● There is provision for a GP surgery or space for a visiting GP within the
neighbourhood centre
● This site contributes to an upgrading of the frequency of a Bus route so that the
residents are connected by a usable public transport system to Chichester as the
main destination but also to Barnham with its better railway connections and
Arundel for access to the South Downs. This will also benefit the existing residents of
Oving as well as those of the Arun DC 3,000 dwellings allocated site at
Barnham/Eastergate/Westergate (SD5) and the Shopwyke Lakes and student
housing already granted permission.
● The site creates a separated pedestrian and cycle path connecting Oving Village to
Chichester. This would be along the north side of Oving Road and then east side of
Drayton Lane before creating a crossing to connect through the site and into its own
cycle and footpath connections to Chichester.
● That care home provision is allocated to the site.
