Our response:

There is no requirement to prepare a Topic Paper on the SA process. Any factual corrections/data references can be undertaken for the next iteration of the SA Report.

For those parishes where the Local Plan proposes a parish housing number to be delivered via a neighbourhood plan for the purposes of testing growth scenarios and the distribution of housing some assumptions have been made on possible combination(s) of sites, as assessed as suitable in the Housing and Economic Land Availability Assessment (HELAA), that could deliver the proposed housing number. However, it will be for the parish council to undertake their own site selection work, which may include reference to the latest HELAA or undertaking their own ‘call for sites’.

Our response:

Strategic matters relating to HRA will be addressed at the Local Plan level. However, where it is necessary for parishes to identify specific sites for development through neighbourhood plans, there may still be the need for further HRA work at the local level to support decision making on choice of sites.

In relation to water neutrality, the Sussex North Offsetting Water Scheme (SNOWS) is being developed along with the consideration of issues around monitoring and enforceability.
