A27 Chichester Bypass Mitigation Supplementary Planning Document - August 2023

As the coordinator of the Manhood Peninsula Forum whilst the original consultation back in 2016 was underway I sought the response, with regard any work on the Southern bypass, from the Parishes across the Manhood Peninsula and apart from one, West Itchenor, all strongly objected to any work on the current A27 bypass. The only cost effective solution was a new bypass to the North of Chichester. Calculations show that the proposed upgrades to the Fishbourne and Bognor Roundabouts will have a serious impact on traffic entering the roundabouts at Stockbridge and Whyke from the Manhood Peninsula and Chichester City. It is clear that the removal of the traffic control at the Oving crossing has caused longer delays in the traffic entering the Portfield Roundabout from the shopping area. Also there has been no data provided on the Cost/Benefit Ratio. Looking at the costs and with no benefit but significant disruption this must be a significant negative value. Noting that the Northern Route provided a high Cost/Benefit Ratio with little local disruption.

I would like to suggest you refer back to the minutes of the Peninsula Forum held in September 2016 and the results of the Consultation by respondents from the Chichester area in particular the Manhood Peninsula. I have attached a statement I made to Council in January 2017.

In my view in looking at previous evidence any public money spent on upgrading these roundabouts a complete waste and should be put towards funding the Northern Route.

4.4 - Fishbourne Roundabout with the Terminus Road Link (cost between £9.5 and £12.9 million) - FPC are concerned that this proposal will make no impact on the traffic onto and off the A259 and will have very little impact in the traffic management on the roundabout per se. If this is all the housing mitigation measures planned for this roundabout, they fall woefully short of effective or efficient.

4.5 While it is true that costs will change overtime, it is still important to have maximum costs and both intentional and unintentional consequences taken into account when evaluating a pollcy.
