Chichester Local Plan 2021-2039 - Main Modifications consultation
PLEASE READ BEFORE COMMENTING:
Consultation at this stage of the Local Plan Examination is limited to proposed wording changes, known as “Main Modifications”, which have been identified through the examination as necessary to make the plan sound and legally compliant. The legislation does not allow the Inspectors to consider comments on any other parts of the plan. The Main Modifications are proposed without prejudice to the Inspectors’ final recommendations.
When commenting on the Main Modifications Schedule you are asked to comment specifically on whether the proposed Main Modifications are sound and legally compliant.
Legal Compliance means that the plan, with the proposed Main Modifications, meets the legal requirements for plan making as set out by planning and environmental laws.
Sound means that the plan, with the proposed Main Modifications, has been positively prepared, is it justified, effective, and consistent with national policy.
When using the online consultation portal you can see a reminder of these tests by clicking the small question mark that appears against relevant questions.
If you wish to make a representation seeking a change to a Main Modification you should make it clear in what way the Main Modification has not met the legal requirement or is not ‘Sound’ having regard to the four ‘Soundness’ requirements set out above. Your representation should be supported by evidence wherever possible.
It will be helpful if you also say precisely how you think the Main Modification should be modified. Representations should cover succinctly all the information, evidence and supporting information necessary to support/justify the representation and the suggested change.
The modifications below show deletions as strikethrough text and additions as bold text with underlining. Italicised text describes the modification.
The paragraph numbering below refers to the submission Local Plan, and does not take account of the deletion or addition of text.

The Local Plan includes:
- A suite of strategic Policies (see Appendix F) and non-strategic policies providing a local planning framework to help achieve the vision and determine planning applications. These policies also set out the amount and distribution of new development that will take place and provide a framework for neighbourhood plans; and
- Appendices/Glossary: These contain further background and explain technical terms and acronyms where these are not explained in the main body of the text. The appendices also provide guidance on the interpretation of policies. The appendices also include a monitoring and implementation framework whichindicates how the plan will be monitored and kept under review.
