Excess noise is subjective and difficult to define against other background noise.
Success of mitigation measures is not assured. Thus further measures after implementation may be necessary.
Much more assessment and modelling needs to be carried out before any planning permission is granted and/or highway improvements demanded.

these paras only generalise using 'acceptable' and 'appropriate ' without reference to industry standards or DMRB.
PBA Section 10.3 Noise assessments and Appendix H quote from DMRB that appears to indicate that a noise increase below a 3dB threshold is.'acceptable'
Highway mitigation measures mentioned- may be difficult to introduce in practice and even more difficult to enforce, especially on straight open and clear roads.
While tables 4.1 and 4.2 in PBA's Appendix H suggest what mitigation might achieve, it is clear that noise level increase for Bracklesham Lane is far in excess of what is acceptable-even with mitigation. The improvement between the two Tables may not be as great as portrayed.
Reliable noise assessment is dependent on many factors.Much more work is required
Policy DM25 does not state what planning remedies there are when noise levels are likely to be way in excess of what is acceptable.
Planning permission should not somehow be granted anyway regardless of serious traffic noise exceedances over 'acceptable'.
Remedies should still be available post implementation.
